China Appoints Yan Wenbin as Special Representative on SCO Affairs, Confirms Foreign Ministry

China has officially appointed Ambassador Yan Wenbin as the special representative of the Chinese government on Shanghai Cooperation Organization (SCO) affairs and as China’s SCO national coordinator, the Chinese Foreign Ministry confirmed on Wednesday.

Responding to a query from China News Service, Foreign Ministry spokesperson Mao Ning stated that the appointment reflects China’s continued commitment to strengthening engagement and cooperation within the SCO framework. The position of special representative and national coordinator is a key role established by China to deepen exchanges, coordination, and practical cooperation with SCO member states.

The Shanghai Cooperation Organization is currently the world’s largest regional organization in terms of geographic scope and population. Since its establishment in 2001, SCO member states have consistently upheld the “Shanghai Spirit,” which emphasizes mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and pursuit of common development. Over the years, the organization has explored a new path for the development of international and regional institutions.

China played a central role in advancing SCO cooperation during its tenure as the rotating chair last year. Under China’s chairmanship, the SCO Tianjin Summit was successfully held, marking a new milestone in the organization’s development. President Xi Jinping, together with leaders of participating countries, reached important common understandings on deepening multilateral cooperation, improving the organization’s operational mechanisms, and promoting a more just and equitable global governance system.

These collective efforts, according to the Chinese side, have guided the SCO into a new stage of high-quality development. The focus has expanded beyond traditional security cooperation to include economic development, connectivity, innovation, people-to-people exchanges, and coordinated responses to regional and global challenges.

Mao Ning noted that the role of special representative on SCO affairs and national coordinator is crucial for implementing the consensus reached by SCO leaders. Ambassador Yan Wenbin is described as a seasoned diplomat with extensive experience and deep familiarity with SCO-related affairs.

China expressed confidence that Ambassador Yan Wenbin will actively fulfill his responsibilities, maintain close working relations with national coordinators of other SCO member states, and effectively deliver on the leaders’ common understandings. His work is expected to contribute to strengthening development and cooperation within the organization, jointly safeguarding regional security and stability, promoting economic development and prosperity, and advancing the building of an even closer SCO community with a shared future.

The appointment comes at a time when the SCO is seeking to enhance its relevance and effectiveness amid complex global and regional developments, highlighting China’s intention to play a proactive and constructive role in shaping the organization’s future direction.
