The Chinese government on November 27 unveiled a significant white paper titled China’s Arms Control, Disarmament and Non-Proliferation in the New Era. This marks the country’s first comprehensive statement on its arms control policies in 20 years, following earlier white papers released in 1995 and 2005. The timing of the document holds symbolic importance, as this year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-fascist War, as well as the founding of the United Nations.

Speaking on the release, Chinese Foreign Ministry spokesperson Gao Jiakun emphasized that the international security and arms control landscape has become increasingly complex and severe. Regional conflicts are growing more frequent, global instability is rising, and the arms race continues to intensify. Humanity, he said, is once again standing at a historic crossroads, facing a choice between peace and war, dialogue and confrontation, and win-win cooperation versus a zero-sum game.

The new white paper systematically outlines China’s views on international security, arms control, disarmament, and non-proliferation. It provides a detailed explanation of China’s policy positions in the new era and highlights the country’s constructive participation in global arms control efforts over the past two decades, particularly since the 18th National Congress of the Communist Party of China. It also showcases China’s practical measures, positive contributions and achievements aimed at maintaining international peace and enhancing security cooperation.

According to the document, China has consistently played a responsible and constructive role in the international arms control process. It has actively contributed its wisdom, solutions, and initiatives, and remains committed to improving the global security environment, resolving security dilemmas, and strengthening global governance. China reiterates its dedication to being a builder of world peace, a contributor to global development, and a defender of international order.

Releasing this white paper is also portrayed as a concrete action to advance the Global Security Initiative and the Global Governance Initiative. The Chinese government stresses that regardless of changes in the international landscape, China will continue to stand firmly on the side of peace and justice. The country positions itself as a staunch force for maintaining world peace and security.
