Putin to Visit Tajikistan for Russia–Central Asia Summit and CIS Heads of State Council Meeting

October 8, 2025

Russian President Vladimir Putin will make a state visit to Tajikistan from October 8 to 10, where he will participate in two major multilateral events — the second Russia–Central Asia Summit and the meeting of the CIS Heads of State Council.

During his state visit, President Putin will hold talks with President of the Republic of Tajikistan Emomali Rahmon. The discussions between the two leaders will focus on strengthening the strategic partnership and allied relations between Russia and Tajikistan across multiple spheres. Following the talks, the heads of state are expected to issue a joint statement and sign several international, intergovernmental, and interdepartmental agreements aimed at deepening bilateral cooperation.

The agenda of the second Russia–Central Asia Summit will focus on enhancing cooperation between Russia and the Central Asian nations in trade and economy, finance, industry, logistics, and energy. The summit will also address regional security concerns, particularly in light of the volatile situations in Afghanistan and the Middle East. A final communiqué and a Joint Action Plan for 2025–2027 are expected to be adopted during the event.

In addition to the summit, President Putin will attend the meeting of the CIS Heads of State Council. This gathering will provide a platform to discuss practical cooperation within the Commonwealth of Independent States (CIS), identify priority areas for future work, and address key international and regional challenges.

A series of important documents are expected to be adopted at the CIS meeting. These include external border security cooperation programmes for 2026–2030, initiatives to combat terrorism and extremism for 2026–2028, a concept for military cooperation until 2030, a joint statement on countering transnational crime, and a declaration on regional energy security. The meeting will also approve the creation of a new “CIS Plus” format and grant observer status in the CIS to the Shanghai Cooperation Organisation (SCO).

While in Dushanbe, President Putin will also hold several bilateral meetings with other foreign leaders attending the events, further strengthening Russia’s diplomatic outreach and engagement in the region.
